The Mission of the C2PLA coalition is to mobilize the community and create structural change to reduce HIV/AIDS among young gay and bisexual men of color.

General Coalition Structure

The coalition meets bi-monthly or as needed, and subcommittee meetings are held monthly.  Currently the coalition has over 26 agencies involved. The coalition has an executive group that is comprised of two co-chairs, an advisor and subcommittee chairs. There are currently four subcommittees tackling issues pertaining to schools, homelessness, care and testing and sustainability.

The Coalition's Primary Area of Focus are...

Issues affecting young gay and bisexual men of color, aligning its work with the goals of the National HIV/AIDS Strategy, and participating in policy and advocacy events that support its mission.

A Few of the Coalition's Accomplishments include...

  • Developing an LGBT resource packet that has been adopted by 5 organizations thus far and recently became one of Los Angeles School District's top materials distributed to teachers.
  • Developed a new protocol for referring newly identified HIV+ youth to services for the HIV Counseling and Testing Workgroup of the Los Angeles County HIV Prevention Planning Committee that are now being implemented by the Office of AIDS Programs and Policy.
  • Helped the Office of AIDS Programs and Policy to establish a new protocol outlining the transition of youth to adult specific case management and medical outpatient services for youth transitional case management staff at funded agencies.
  • Encouraged the Office of AIDS Programs and Policy to establish a new practice of having all health education materials targeting youth reviewed by a special panel comprised of people with adolescent health expertise.

In its over 10 year history, the C2PLA coalition has accomplished much, thanks largely to the community partners and individuals who volunteer their time to address the challenges and needs associated with reducing HIV/AIDS among young gay and bisexual men of color. We measure our milestones by the amount of new completed Structural Change Objectives (SCOs) we are able to achieve. The coalition is comprised of health department officials, members of various community based organizations, the public school district, advocacy groups, reproductive health organizations, youth leaders, local clinics, University of Southern California, University of California Los Angeles,  and medical health service agencies throughout Los Angeles County.
